Why is this page so plain?

While this page is attached to a CSS style sheet, which controls fonts, colors, and other aspects of the way the page looks, we purposely did not create a specific design by including a lot of graphic content.

The point is three-fold: your design can be almost anything you desire, you may choose to customize an already existing template (there are literally hundreds to choose from), and today's trend in web design style leans toward simple and clean with content the primary focus instead of graphics. These are all aspects to consider when deciding how you want your site to look and how you want to achieve that look.
